Army Materiel Command (AMC) yesterday said it has completed its analysis and identified civilian job reductions to meet funding targets set by the Secretary of Defense.
AMC was directed to eliminate 1,440 civilian positions no later than Sept. 30, 2012. Those reductions would lower the total civilian strength to 67,000 across AMC’s 11 subordinate commands and two separate reporting activities, the command said in a statement.
AMC is not stopping nor curtailing any logistics efforts the command currently provides to the Army, a command said in a statement. “We are making small changes and
improvements to our business operations to ensure no interruption of support to the Warfighter. We fully expect our reshape efforts to be transparent to Army operations,” it said.
The service said Aug. 4 it would reduce its civilian employee workforce by more an 8,700 people by Sept. 30, 2012. These cuts are based on Department of Defense resource decisions as reflected in the Fiscal Year 2012 president’s budget and require a reduction of Army Civilian employees to comply with decreased funding levels.
To meet the goal, the Army directed eight commands, including AMC, and agencies to reduce civilian workers.
Also in August, AMC leaders began an analysis to consolidate functions and reduce AMC capabilities, while minimizing the impact on the total Army.
To the maximum extent possible, the Army and AMC are relying on voluntary departures and attrition to achieve the personnel reductions.
AMC substantially reduced current hiring actions and also implemented Voluntary Early Retirement Authority (VERA) and Voluntary Separation Incentive Payment (VSIP) programs to reach its goal, the command statement said. Every effort is being made to avoid any involuntary separations to reach the revised manpower levels.
Civilian job reductions for fiscal year 2012 are: AMC headquarters, 72; Army Contracting Command, 29; Aviation and Missile Life Cycle Management Command (AMCOM), 272; Army Sustainment Command, 88; Chemical Materials Agency, 49; Communications-Electronics Life Cycle Management Command (CECOM) , 132; Joint Munitions Command (JMC) , 77; Logistics Support Activity (LOGSA), 9; Research, Development and Engineering Command (RDECOM), 459; and TACOM Life Cycle Management Command, 212. In addition, JMC will eliminate 41 over-hire positions in FY 12 and RDECOM will eliminate another 286 spaces in FY 13, for an AMC total of 1,685 positions.
