The Army Friday planned to issue a request for proposals (RFP) for Bioscavenger (BSCAV)/Nerve Agent Prophylactic Countermeasure project to meet the requirement for medical countermeasures against the effects of nerve agent chemical warfare threats.
An award is anticipated on or about Sept. 27.
The presoliciation notice in FedBizOps.gov said the procurement objective is to deliver a countermeasure that is safe, effective, quick acting, free from performance-decrementing side effects, relatively non-invasive, approved by the Food and Drug Administration (FDA), compatible with current military CBRN countermeasures, and usable in contemporary operational environments.
The ultimate goal is to select, develop, and manufacture an FDA-approved drug/biologic to increase survival and decrease incapacitation so forces can continue to be operationally effective in a contaminated area after being exposed to a nerve agent of whatever type.
The RFP W911QY-12-R-0056 notice was issued by the Army Contracting Command Aberdeen Proving Grounds (ACC-APG) Natick Division. This is a full and open competition and all responsible or qualified sources are eligible to compete.
In accordance with DFARS 252.204-7004, all interested contractors shall be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: http://www.ccr.gov. The North American Industry Classification System (NAICS) codes for this procurement are 541711, Research and Development in Biotechnology. The government does not intend to use FAR Part 12 for this acquisition.
The government intends the contractor to be regulatory sponsor and system integrator for this effort.
Proposals will be evaluated based on factors and subfactors representing the best value to the government. The product delivery schedule shall be proposed by the offerors and will be used as one of the criteria associated with a best value evaluation.
The proposed schedule anticipates delivery of the Bioscavenger (BSCAV)/Nerve Agent Prophylactic within six years after contract award, but all proposed delivery schedules will be evaluated.
