The Army is looking for the development of innovative Directed Energy (DE) capabilities to neutralize the Vehicle-Borne Improvised Explosive Device (VBIED) threat employed against U.S. and coalition forces anywhere in the world, especially Iraq and Afghanistan. By neutralize the Army means to pre-detonate IEDs or their subcomponents. Proposed material solutions shall utilize solid state amplifier technology as the primary means of achieving gain, and shall be developed and delivered to the Armament Research and Development Center within nine months of contract award.
