TSA Issues Draft Acquisition Strategy for ILS Maintenance Support
The Transportation Security Administration (TSA) has released a draft acquisition strategy of integrated logistics services (ILS) and said it plans to release a Request for Proposal in FY ’17. The agency currently has four contracts in place for ILS support, three of which are sole source with the original equipment manufacturers and the fourth is with a third party maintenance service provider. The OEM contracts are related to support for explosive detection systems and the awardees and the potential amounts are L-3 Communications [LLL], $214 million, Safran Group’s Morpho Detection, $222 million, Leidos [LDOS], $76 million. The MSP contract is also with Leidos and is worth up to $438 million for maintenance of all checkpoint equipment. TSA plans to issue three competitive RFPs. The first will be for maintenance of the L-3, Morpho and Leidos EDS systems and will be released in the third or fourth quarter of FY ’17 with an award planned for third quarter FY ’18.. The second will be for maintenance of all checkpoint equipment regardless of manufacturer with the RFP due out in the second quarter of FY ’17 and award expected in the fourth quarter. The third will be a small business set aside for the National Call Center, which supports both the checkpoint and checked baggage contracts, with the RFP expected in the second quarter of FY ’17 and award in the fourth quarter. DHS Issues Draft RRP for JRC Operations Analysis Assistance
The Department of Homeland Security has issued a draft Request for Proposal (RFP) for DHS Joint Requirements Council (JRC) Operations Analysis Assistance. The contract will be to provide analyses and assessments supporting the development, integration, and implementation and or fielding of required new capabilities as well as monitoring and maintaining the adequacy and operations of existing DHS capabilities. Analytical support efforts are intended to be focused on developing and delivering analysis reports, objective assessments, documents, and recommended plans to address the mission needs, capabilities, and requirements of the JRC for a broad range of critical homeland security disciplines. The JRC reviews, validates and approves operational capability requirements, associated operational capability gaps, and course of action proposed to mitigate those gaps. DIA Issues Solicitation for $700M CBRN and Human Signatures Procurement
The Defense Intelligence Agency (DIA) has issued a solicitation for the Chemical, Biological, Radiological, Nuclear and Human Signatures (CBRN HST), which will provide support to the areas of chemical, biological, radiological, nuclear and human signatures performance. The planned multiple award indefinite delivery, indefinite quantity contract is a follow-on effort to the CBRNE, Biometrics, Applications, and Technologies Contract. TSA Issues RFI for Third Party Canine Cargo Screening
The Transportation Security Administration (TSA) has issued a Request for Information (RFI) seeking industry input on a proposed program to use explosive detection canine teams, trained and operated by third party vendors, to screen aviation cargo to agency standards. Coast Guard Cyber Command Seeks Training Help
The Coast Guard’s Cyber Command has issued a Request for Information for its requirement to acquire cyber security training for its personnel located in Washington, D.C., and Alexandria, Va. The training will vary between commercial training for software, courses in certification, and custom training based on curriculum and material owned by the command.
