TSA Issues RFP for AIT-2 Procurement
The Transportation Security Administration (TSA) has issued a Request for Proposals (RFP) for the Advanced Imaging Technology-2 (AIT-2) procurement, to include reduced sized and full sized systems. The agency plans a single indefinite delivery, indefinite quantity contract but reserves the right to make multiple awards. The second-generation AIT system will include an Automatic Target Recognition capability. The system is also expected to have enhanced threat detection capabilities and increased passenger throughput. The reduced sized systems will be offered as an alternative to full-size systems to help reduce the AIT-2’s overall footprint for smaller checkpoint configurations. TSA says that Tier II is the minimum requirement for AIT-2 systems. TSA plans to host an AIT-2 pre-solicitation conference on March 9 at the TSA Systems Integration Facility in Washington, D.C. Sol. CBP Releases RFP for RVSS Upgrade
Customs and Border Protection (CBP) has issued a solicitation for the procurement of fully integrated, non-developmental Remote Video Surveillance System (RVSS) upgrades that encompass an open system architecture to be used by the Border Patrol. The upgrade requirement consists of two parallel activities: upgrade of selected RVSS sites with newer capability; and install of upgraded technology at new sites. A single, fixed-price contract is expected for an initial site upgrade n Arizona. If successful, CBP may at its option exercise additional station Area of Responsibility (AOR) installs within Arizona and Texas. The agency currently uses RVSS with multiple color cameras and thermal infrared detection video cameras, which are integrated into a remotely controlled system that can monitor and record activity within an AOR during both daytime and nighttime operations. DARPA Issues BAA for High-Assurance Cyber Military Systems
The Defense Advanced Research Projects Agency (DARPA), Information Innovation Office, has issued a Broad Agency Announcement (BAA) for research proposals in the area of the clean-slate development of software for high-assurance cyber-physical systems. The agency says that embedded systems form a ubiquitous, networked, computing substrate that underlies much of modern technological society and includes things such as supervisory control and data acquisition systems, computer peripherals, communication devices and more. Researchers and hackers have shown that these kinds of networked embedded systems are vulnerable to remote attack and that such attacks can cause physical damage while hiding the effects from monitors. DARPA says the threat is of particular concern to the DoD because military cyber-physical systems are high profile attack targets. The goal of the High-Assurance Cyber Military Systems (HACMS) program is to create technology for the construction of high-assurance, cyber-physical systems, where high assurance is defined to mean functionally correct and satisfying appropriate safety and security properties. OSD Office Issues BAA for Rapid Fielding Proposals
The Office of the Secretary of Defense, Rapid Fielding, Comparative Testing Office, has issued a Broad Agency Announcement (BAA) under the Defense Acquisition Challenge program seeking technologies, products or processes that can address any of the following operational areas: underwater craft detection; tunnel detection; low to no-metal signature mine/improvised explosive device detection/defeat; expeditionary forensics; explosive ordnance disposal robotics; standoff suicide bomber detection; proactive information assurance; cyber defense; chemical-biological protection/detection capabilities; and more. Preference will be given to those technologies and products that “challenge” an incumbent and have the potential to be applied within six to 12 months after contract award, with highest priority given to proposals that demonstrate near-immediate transition to operations and production at the completion of evaluation. Air Force Seeks Materiel Solution for Offensive Cyber Space Warfare
The Air Force Materiel Command has issued a Request for Information on materiel solutions incorporating cost-saving approaches and best practices for accomplishing an Offensive Cyberspace Warfare (OCW) solution. The information will be used to formulate one or more Concept Characterization and Technical Description documents required by the OCW Early Systems Engineering Development Planning effort currently underway. TSA Issues RFI for Program Management Support
The Transportation Security Administration (TSA) has issued a Request for Information (RFI) to increase industry’s understanding of the agency’s requirement for Program Management Support Services in support of the Office of Security Capabilities (OSC). OSC seeks to improve its understanding of market capabilities and identify qualified vendors that are capable of providing the program management support services and to accept ideas on how to efficiently and effectively re-compete this requirement. TSA plans to host an Industry Day on March 9 at its headquarters in Arlington, Va. The current program management support contractor is Deloitte Consulting, LPP, and the total value of the contract, including options, is $115 million. The current contract began in Sept. 2008 and runs through May 2013. The RFI also lists several other OSC enterprise support contractors: for professional engineering and logistics support services, Global Systems Technologies, Inc., and Quasars, Inc., are each providing services under a potential $100 million indefinite delivery, indefinite quantity award that runs from April 2010 until April 2015; and for test and evaluation support services, Battelle and TASC, Inc., are each providing services under an ID/IQ award potentially worth $350 million from Sept. 2010 through Sept. 2015.
