DHS Plans Solicitation for Southern Border Wall Prototypes
The Department of Homeland Security has issued a pre-solicitation for design and build of several prototype wall structures in the vicinity of the U.S. border with Mexico. The forthcoming procurement will be conducted in two phases, the first requiring vendors to submit a concept paper of their prototype or prototypes by March 10, which will result in the evaluation and downselect of Phase 1 offerors by March 20. The second phase will require the downselected Phase 1 offerors to submit proposals in response to the full Request for Proposal by March 24, which will include price. DHS S&T Issues RFI for Emerging Technologies to Detect and Track Small UAS
The Department of Homeland Security (DHS) Science and Technology (S&T) Directorate has issued a Request for Information (RFI) seeking technology solutions that are capable of detecting, identifying and tracking small unmanned aerial systems (SUAS) that are perceived as threats to people or critical infrastructure. S&T’s new Program Executive Office for UAS is inviting responders to participate in its 2017 Technical Assessment of Counter Unmanned Aerial System (C-UAS) Technologies in Cities (TACTIC), which will assess selected technology solutions in an operationally relevant environment. An outcome of TACTIC is that S&T will provide best practices and strategies based on the information obtained to federal, state and local law enforcement on technologies to detect, identify and track SUAS threats. DTRA Initiates New Initiatives for Nuclear Detection and Monitoring Technologies
The Defense Threat Reduction Agency (DTRA) has issued a Broad Agency Announcement (BAA) seeking proposals to identify technologies that fill capability needs related to nuclear detection and monitoring and verification technologies. The topic are: enhanced wide-area measurement capability through multi-dimensional sensing and data fusion; enabling technologies for nuclear detection; wide-area search; loss of custody detection; yield determination of small underground nuclear explosions; and field monitoring of radionuclide gases and particulates from nuclear testing. CBP Issues RFI for Investigative Case Management System
Customs and Border Protection (CBP) has issued a Request for Information (RFI) to do market research to gain a greater understanding of the full range of available options for an investigative case management system. The agency currently uses the commercial-off-the-shelf based application Joint Integrity Case Management System as a case management tool for criminal investigations. CBP is looking to replace JICMS with a new system that provides the same core investigative case management functions along with some new capabilities. CBP Issues RFI for Smart Safe
Customs and Border Protection (CBP) has issued a Request for Information (RFI) for the Smart Safe program. The agency seeks information for a comprehensive cash management solution from the point of receipt by CBP to the point of reconciliation of bank deposits, and options for a partial cash management solution, contrasted with a comprehensive solution. CBP collects $44 billion in duties, taxes and fees annually, a significant amount which comes in the form of cash and checks at ports of entry. The processing and handling of cash receipts at these ports results in inefficiencies and risks for CBP. CBP Issues RFI for Human Resources Management
Customs and Border Protection (CBP) has issued a Request for Information (RFI) for market research to better understand the options for the innovative recruitment of federal law enforcement personnel. The RFI is a response to President Donald Trump’s executive order directing the agency to hire 5,000 new personnel, which CBP hopes to happen within two to three years. DHS Issues RFI for Long-Term Border Wall Strategy
The Department of Homeland Security (DHS) has issued a Request for Information (RFI) under the auspices of the Procurement Innovation Lab to solicit ideas from industry and other partners for a comprehensive long-term strategy related to a border wall along the U.S. southern border. This effort is separate from a notice in February by Customs and Border Protection (CBP) that is designed to focus on a very near-term effort related to a southern border wall. Some of the designs from the planned CBP Request for Proposal could become prototypes that will, in turn, advise the development of requirements for the actual wall. The details of the RFP are still under development, but it could include a provision for construction of an initial segment of the wall.
