DHS to Hold Reverse Industry Day
The Department of Homeland Security (DHS), Office of the Chief Procurement Officer, will host a Reverse Industry Day in on Jan. 31, 2018 in Washington, D.C., for the department’s acquisition workforce. This will be the fifth Reverse Industry Day hosted by DHS. The event is part of the Acquisition Innovations in Motion framework, which is an effort to structure and communicate the department’s approach to industry engagement and acquisition initiatives designed to enhance how DHS does business. The focus will be on improving DHS’s understanding of industry processes and methodologies related to identifying and tracking DHS opportunities, pricing, proposal preparation, and various contract performance considerations. CBP Issues RFI for Modular Mobile Surveillance System
Customs and Border Protection (CBP) has issued a Request for Information (RFI) as part of market research to determine if available technology solutions can address its requirement for a Modular Mobile Surveillance System (M2S2). CBP will furnish the vehicle and land mobile radio while the contractor will provide the installation kit and prime mission equipment, which consists of the sensor subsystem, lift subsystem, power subsystem, and operator interface. The M2S2 capability consists of the ability to detect, identify, classify and track equipment, vehicles, people, and animals used in or suspected of unlawful border crossing activities. The system will provide the operator with either video or radar data or a combination of the two for tracking and identifying an item of interest in rugged, remote, rural, urban, riverine, and coastal environments throughout a range from 50 yards up to about 7.5 miles. CBP Issues Draft RFP for Integrated Rail Inspection System
Customs and Border Protection (CBP) has issued a draft request for proposal (RFP) to facilitate early engagement with industry for the agency’s proposed acquisition of Integrated Rail Inspection Systems (IRIS). The current non-intrusive imaging systems used by CBP to scan rail cars are nearing the end of their useful life. Currently, CBP officers also have to perform manual radiation detection alarm resolution and the NII system are not connected to the agency’s data networks. The proposed contract covers modular rail scanning systems and radiation detection equipment, training, warranty, maintenance and certain on-demand services. CBP currently expects to use a single-award, indefinite delivery, indefinite quantity contract with a seven-year ordering period with 15 years of sustainment. DNDO Issues Exploratory Broad Agency Announcement
The Domestic Nuclear Detection Office (DNDO) Transformational and Applied Research Directorate has issued a Broad Agency Announcement for FY ’18 for exploratory research in preventing nuclear and radiological terrorism. DNDO is seeking proposals in three research topics, Mobile Active Interrogation Using Neutrons, Radiation Isotope Identification Device based on Thallium Bromide, and Nuclear Detection through Centralized Data Analytics. Awards are expected to be made by Sept. 2018. DNDO has up to $2 million available in FY ’18 with additional funding potentially available in later years. Sol. No. 70RDND18R00000001. DHS Issues Pre-Solicitation Notice for FY ’18 SBIR
The Department of Homeland Security Small Business Innovation Research (SBIR) program, which includes the Science and Technology Directorate and the Domestic Nuclear Detection Office SBIR programs, has released a pre-solicitation notice for FY ’18. Topic areas for the FY ’18 program include development of a wearable Fentanyl analog sensor, cell phone location finder for maritime and remote search and rescue, device to detect interference of communications systems, deterministic augmentation of RF transmissions for PNT, LMR-P25 and LTE mission critical push to talk interface service, improved human systems for computed tomography, building resilient electronic voting systems, automated and scalable analysis of mobile and IoT device firmware, ground-based autonomous robotic inspection of general aviation for radiological threats, exploitation of security networks and video management systems for nuclear threat identification and tracking, semiconductor-based thermal neutron detector module for incorporation into radiation detection systems, and inorganic microscopy standardization and training for image analysis. During the pre-solicitation period interested parties have an opportunity to contact topic authors to ask technical questions about specific technical topics.
