DHS Issues Final Solicitation for SETA III Contract
The Department of Homeland Security (DHS) has issued a solicitation for the Systems Engineering and Technical Assistance (SETA) III contract in support of the Science and Technology Directorate. DHS says the need for the contract is to meet S&T’s requirements as it expands and reorganizes, with professional scientific, technical and programmatic assistance and relevant administrative services to support efforts in research, development, test and evaluation. CBP Seeks Information on Small UAS
Customs and Border Protection (CBP) has issued a Request for Information to identify proven, fully developed, open architecture systems that can meet the Border Patrol’s requirements for small unmanned aircraft systems (sUAS). The Border Patrol is interested in the sUAS to improve its situational awareness and provide reconnaissance, surveillance and target acquisition capabilities along the southern and northern borders. The solution must be transportable on a 4 x 4 vehicle over rugged terrain, operate day and night, and require little maintenance. Army Seeks Prototype Projects for Countering Weapons of Mass Destruction
The Army has issued a notice regarding prototype projects for countering weapons of mass destruction. The notice is for planning purposes but the Army says it plans to issue a request for execution of project award(s) in support of a rapid prototyping in order to counter chemical, biological, radiological and nuclear threats, and weapons of mass destruction. Last November the government entered into an Other Transaction Agreement with one consortium, the CWMD Consortium, in support of CWMD-related research and development prototype projects. DoD Rapid Reaction Tech Office Interested in Face ID at a Distance
The Pentagon’s Rapid Reaction Technology Office has issued a needs statement titled “Face Identification at a Distance.” The DoD Defense Biometric and Forensic Office seeks white papers that present technical solutions to the FIAD problem, namely the inability to identify faces in unconstrained environments such as extreme pose angles, partially covered faces, and low illumination, in real-time while operating from save or concealed locations at long distances. The office provides two use cases to illustrate the problem. One is a small unit dismounted intelligence or surveillance mission that typically operates at distances greater than 300 meters, and the other is a forward operating base force protection, which requires identifying dangerous individuals at distances greater than 650 meters. CBP Issues RFI for Small UAS
Customs and Border Protection (CBP) has issued a Request for Information (RFI) to conduct market research to determine if available technology solutions can address the Border Patrol’s requirement for small unmanned aircraft systems (sUAS). The agency wants to identify proven, reliable, fully developed, fully integrated, open architecture systems that have been deployed in operational environments faced by the Border Patrol. CBP’s Vision and Strategy 2020 calls for an increase in intelligence, surveillance and reconnaissance capabilities and the sUAS capability will consist of the ability to detect, identify, classify and track equipment, vehicles, people, and animals used in or suspected of unlawful border crossing activities. TSA to Host Industry Day to Review Test Options
The Transportation Security Administration (TSA) on Feb. 22 will hold an Industry Day to review its qualification process and test and evaluation options—such as third party testing, testing by original equipment manufacturers, modeling and simulation, international data sharing—and the path forward.
