The Transportation Security Administration his issued its updated Checkpoint Requirements and Planning Guide (CRPG), which replaces the Checkpoint Design Guide, and is intended to help airports improve their current checkpoints and plan for the future based on both current screening solutions and anticipated future innovations. TSA to Host Industry Day for New Screening Program

The Transportation Security Administration on Jan. 23 will host an Industry Day at its Transportation Security Integration Facility to introduce its new checkpoint Accessible Property Screening (APS) program, which the agency says will become the long-term solution to enhanced detection capabilities, automated conveyance, and to enable networking of checkpoint transportation security equipment. TSA expects it about a $1 billion investment to achieve full operating capability of APS at all of its checkpoints. At the Industry Day, TSA plans to communicate its expectations, requirements and milestones for the APS program and begin discussions about its incremental approach to enhancing APS system capabilities in the short and long-term. The APS screening program relates to new checkpoint technologies such as computed tomography (CT)-based carry-on baggage scanners, automate screening lanes and the integration of various checkpoint security equipment. CBP Issues Draft RFP for Tethered Aerostat Radar System

Customs and Border Protection has issued a draft request for proposal (RFP) for the follow-on operations and maintenance of the Tethered Aerostat Radar System (TARS). CBP plans to sustain TARS operations while increasing efficiency and effectiveness and reduce costs by emplacing, consolidating and streamlining contractor provided field operations, logistics, and maintenance activities for its TARS sites and systems. CBP operates TARS at eight sites in Arizona, New Mexico, Texas, Florida and Puerto Rico primarily for the detection of low, slow-flying aircraft. The systems can also detect surface targets. The aerostats carry radar supplied by Lockheed Martin [LMT], and with the exception of one location, carry electro-optic/infrared cameras to support visual surveillance requirements. Border Security Consortium Issues Needs Announcement for NII Systems

The Border Security Technology Consortium (BSTC), which is overseen by Advanced Technology International, has issued a Needs/Opportunities Announcement in support of Customs and Border Protection’s Non-Intrusive Inspection (NII) Systems program. The opportunity is open to BSTC members in good standing. DHS Issues RFI for Renamed Financial Management Program

The Department of Homeland Security is renaming its intended procurement of a financial system from the previous Financial Procurement and Asset Management System to the Enterprise Financial Management System (EFiMS). Under EFiMS, DHS seeks an integrated financial, procurement, and asset management commercial-off-the-shelf software solution. TSA Postpones Industry Day for Credentialing Systems Support

The Transportation Security Administration, Technology Solutions Division has postponed an Industry Day planned for Jan. 14 to provide an overview of an upcoming requirement for information technology services to include program management, technology experts, application support services, and Tier 3 support for several credentialing systems. CBP Issues RFP for Cellular Over The Horizon Network

Customs and Border Protection has issued a Request for Proposal (RFP) for maintenance, support and enhancements to its high-frequency Cellular Over-the-Horizon Enforcement Network (COTHEN) communications radio network. The system is comprised of land-based, fixed stations and transportable receiver systems, remote command and control systems, airborne and marine mobile systems, and many special purpose ancillary systems controlled by cellular switching technology. TSA Issues RFI for IT O&M Services

The Transportation Security Administration on Dec. 21, the day the Department of Homeland Security entered a shutdown due to a funding lapse, issued a Request for Information (RFI) seeking industry input regarding an upcoming Technology Solutions Division requirement for continuous information technology (IT) operations and maintenance services. The division is responsible for four highly-available mission essential systems: Secure Flight; Consolidated Screening Gateway; Transportation Vetting Systems; and Technology Infrastructure Modernization systems. DHS Releases FY ’19 SBIR Solicitation

The Department of Homeland Security on Dec. 19 released its solicitation for the fiscal year 2019 Small Business Innovation Research (SBIR) program. The DHS SBIR program consists of the Science and Technology Directorate’s and Countering Weapons of Mass Destruction Office’s SBIR programs. The topics under S&T’s SBIR program include: Reach-back capability for fielded Rapid DNA Systems; Identity, credential and access management (ICAM) on-the-fly; On-body power module for first responders; Modeling-based design of sensors for chemical detection in complex environment; Synthetic training data for explosive detection machine learning algorithms; Cybersecurity peer-to-peer knowledge/lessons learned tool; Network modeling for risk assessment; Blockchain applications for homeland security forensic analytics; and Medical device middleware. State Department Seeks Pedestrian Detection Equipment for Mexico

The U.S. Department of State Bureau of International Narcotics and Law Enforcement Affairs has issued a solicitation to acquire and pilot equipment for the detection of contraband hidden on and inside a person’s body for the government of Mexico. The State Department’s notice says the systems will be installed in a busy environment and have the ability to quickly capture an image of pedestrians while minimally impeding the flow of traffic. The systems must function at major pedestrian crossings with high traffic volumes given U.S. Customs and Border Protection’s and Mexico’s Servicio de Administracion Tributaria’s mission requirement to secure the border while facilitating the legitimate flow travel and trade. TSA Issues Draft Work Statement for Checkpoint Integrated Logistics Support

The Transportation Security Administration has issued a draft performance work statement for technical comments and feedback related to a forthcoming contract for integrated logistics support for checkpoint security equipment at U.S. airports. The contractor shall sustain the transportation security equipment with a planned start date of Aug. 1, 2019. If all options are exercised work the contract would expire in July 2024. Sol. CBP Seeks Integrated Logistics Support

Customs and Border Protection on Dec. 19 released a Request for Information for integrated logistics support services for its equipment used in the interdiction, inspection, detection, surveillance and laboratory analysis.
