CWMD Offices Issues Draft RFP for Radiation Portal Monitor Program
The Department of Homeland Security Countering Weapons of Mass Destruction (CWMD) Office has issued a draft Request for Proposal for the Radiation Portal Monitor Program deployment, construction and design. The draft RFP says the potential contract is worth up to $253 million. A virtual pre-solicitation conference will be held on Aug. 13 to review submission criteria and answer questions about the procurement. The RPMs will be deployed at land borders, including ferry and railroad crossings, seaports, international airports, preclearance airports, and international mail and express consignment courier facilities. CWMD Office Issues RFI for Radiation Portal Technology Enhancements & Replacement
The Department of Homeland Security Countering Weapons of Mass Destruction (CWMD) Office has issued a Request for Information for its Radiation Portal Technology Enhancements & Replacement (RAPTER) program and will host a virtual industry day on Aug. 26 to discuss the program. The industry day is a follow-on engagement to the Radiation Portal Monitor Open System Architecture, or ROSA, industry day held in Aug. 2018. Lessons learned from the ROSA development have informed the evolution to the RAPTER program. FEMA Seeks Off the Shelf Public Alert and Warning Messaging Tool
The Federal Emergency Management Agency has issued a Request for Information for off-the-shelf solutions a public alert and warning messaging (PAWS) tools. FEMA says the tool will provide around the clock integrated PAWS lab emergency managers with the capability to send or cancel an emergency alert and warning message on behalf of state, local, tribal and territorial emergency managers. DHS S&T Issues Call for Passenger Self Screening Against Screening at Speed Program
The Department of Homeland Security Science and Technology Directorate has issued a call against its Broad Agency Announcement Apex Screening at Speed Program related to development of a passenger self-screening solution. S&T is seeking white papers at the moment. The concept is initially targeted at the Transportation Security Administration PreCheck trusted traveler environment at the airport checkpoint. The program wants to work with stakeholders on a self-sufficient experience to allow for passenger on-person screening and divestment of personal property for X-Ray screening in a single step versus two today, enable passengers to directly receive on-person alarm information while divesting, and allow for the passenger self-resolution of alarms through continued divestment to reduce instances requiring a pat down or secondary screening, allow passengers to complete the screening faster, and maintain or improve the current checkpoint security posture. Coast Guard Seeks Polar Landing Cutter for Polar Security Cutter
The Coast Guard has issued a Request for Information for utility boats that will be used on the Polar Security Cutter heavy icebreakers. The Coast Guard says it plans to buy three Polar Landing Craft for the cutters. Existing utility boats used for the service’s current fleet of polar icebreakers, the Polar Star heavy icebreaker and the Healy medium icebreaker, are the Arctic Survey Boat and the Landing Craft Vehicle and Personnel. The PLC will be stowed uncovered on the weather decks of the PSC. The utility craft will be launched and recovered via one of the PSC’s cargo cranes. The Coast Guard want interested parties to review the draft PLC specification and statement of work. The first PSC is scheduled for delivery in mid-2024 and each year thereafter. Respond by Sept. 15. DoE Announces $116M for Small Business R&D Grants
The Department of Energy plans to award 105 grants totaling $116 million to 92 small businesses through its Small Business Innovation Research and Small Business Technology Transfer programs for Phase II research and development. The median Phase II award value is $1.1 million for two years. Awards were made in the areas of cyber security of wired networks, detection of nuclear proliferation, smart grid data integrity, and other areas.
