CBP Issues RFP for Multirole Enforcement Aircraft Land Interdiction
Customs and Border Protection has issued a Request for Proposal (RFP) for the Multirole Enforcement Aircraft Land Interdiction (MEA LI) and says it plans to acquire up to nine of the aircraft as well as associated spares and services under a single award indefinite delivery, indefinite quantity contract. The legacy MEA fleet stands at 29 aircraft. The MEA LI will be based on the Textron [TXT] King Air B300 model airframe to maintain standardization with the fleet. The estimated value of the expected contract was redacted in solicitation documents. CBP expects multiple bids for the procurement. CBP plans to host oral presentations the week of July 25.

CBP Seeks Support for Radiation Portal Monitors, Large Scale NII Systems
Customs and Border Protection’s Integrated Logistics Division is planning two procurements for awards to small businesses, one for support of fixed and mobile radiation portal monitors and the other for large-scale non-intrusive inspection (NII) systems. CBP plans two single award blanket purchase agreements for the contracts. CBP says it expects to only invite GSA MAS 54151S holders to bid on the request for proposals. ICE Plans Competition for HIS Investigative Case Management
Immigration and Customs Enforcement is planning a competitive acquisition for Homeland Security Investigation’s Investigative Case Management requirements in fiscal years 2024 and 2025. A formal solicitation could be issued as early as Oct. 2023 with a contract award in Feb. 2024. Palantir Technologies currently provides HSI’s investigative case management systems under a contract awarded in 2014 for its Gotham platform and continues to support the requirement. The investigative case management system must perform highly advanced search and subject linkage functions, including a solution capable of managing six types of subjects: person; vehicle, vessel; aircraft; business; and thing. Through market research, ICE says there are multiple investigative case management solutions available that can meet its requirements for the future requirement. However, it says that since there is no existing solution capable of providing the full functionality it needs by the time Palantir’s contract expires in Sept. 2022, the agency plans to award the company a contract renewal while the new competition is ongoing. DHS to Host Large Business Prime, Small Business Outreach Event
The Department of Homeland Security Office of Small and Disadvantaged Business Utilization in July will host a one-day virtual large business prime-small business vendor outreach matching event. The July 20 event will focus on small businesses with socioeconomic status, including HUBZone, Women-Owned, Service-Disable Veteran-Owned, and Small Disadvantaged Businesses. The goal of the event is to raise awareness of subcontracting opportunities, potential teaming partnerships, facilitate discussions that could lead to mentor-protégé relationships, and give small businesses a chance to present their core capabilities. FAA Surveying for Support of CBP’s INDAGO Small UAS
The Federal Aviation Administration is surveying sources for repair and sustainment of Customs and Border Protection’s INDAGO small vertical-take-off-and-landing unmanned aircraft systems which are used for border security. Lockheed Martin [LMT] has supplied the agency with 65 INDAGO small UAS. The FAA requires repair services, purchase and delivery of spare items, engineering studies, analysis and software assurance for the INDAGO systems, components, and associated line replaceable units to ensure the continued operation of the aircraft and surveillance systems while they are deployed in remote locations along the U.S. border.
