Booz Allen, ManTech, Noblis Nab DHS S&T SETA Contract
The Department of Homeland Security (DHS) Science and Technology (S&T) has selected Booz Allen Hamilton [BAH], ManTech International [MANT] and Noblis, Inc., to compete for work under a potential five-year, $236 million contract to provide Systems Engineering and Technical Assistance (SETA) to the agency. Under the Blanket Purchase Agreement S&T will procure SETA services as required during systems research, development, planning, programming, acquisition and implementation phases.
CBP Awards Global Technical Systems ULAD Contract
Customs and Border Protection (CBP) last month awarded Global Technical Systems (GTS) a potential $100 million contract to provide an Ultra Light Aircraft Detection (ULAD) capability, following a successful protest last year that negated a similar award by the agency to SRCTec (HSR, Aug. 15, 2012). GTS, a small Virginia-based company, has developed several radar systems and also does systems engineering for the Navy, Coast Guard and Special Forces. Under the ULAD program, CBP is seeking an aerial surveillance radar that can detect and track small, low and slow moving aircraft that may have a small radar cross section. The system is supposed to transmit real-time sensor data to an operations center. CBP declined to comment on the recompeted award but said in the FedBizOpps.gov that it “is the result of corrective actions taken in response to subsequent information after the initial ULAD award.” CBP added that it re-evaluated all proposals, which were submitted by Feb. 14, 2012.
L-3 to Supply EDS, Networking Software to Brazilian Airports
L-3 Communications [LLL] Security & Detection Systems unit has received a contract to supply two airports in Brazil with various explosives detection systems and networking software for checked baggage screening. L-3, working through the airports’ baggage handling systems and services supplier Vanderlande Industries, will provide its eXaminer 3DX and eXaminer SX EDS systems, MVT-HR automated high-speed EDS systems, and its OptiNet networking and service to help clear more bags with less staff. The orders were placed in advance of Brazil hosting the 2014 FIFA World Cup for soccer and the 2016 Summer Olympics. The systems will be installed at Rio de Janeiro’s Galeao International Airport and Sao Paulo’s Guarulhos International Airport. The airports are getting their first fully automated baggage handling and sorting systems.
Brazil Airports Order Morpho Detection’s Itemiser DX ETDs
Morpho Detection, Inc. (MDI) has received a contract from Brazil’s national airport operator, Infraero, for 45 Itemiser DX desktop explosive trace detection (ETD) systems. The systems will be deployed to airports in Brazil later this year to support passenger and baggage screening efforts. The order is the first by Brazil for the Itemiser technology, which is being purchased in advance of the 2014 FIFA World Cup of soccer and the 2016 Summer Olympics. MDI worked with its local partner Proscan to complete the deal. MDI is part of Safran Group.
MorphoTrust Receives $54M in State Contracts
MorphoTrust USA says it has received up to $54 million in contract to provide fingerprinting enrollment services in various customers in several states. The awards, lasting up to six years, are from the Maine State Police and State Bureau of Investigation, the Michigan Department of Technology, Management and Budget, and the Florida Department of Financial Services. The Maine contract covers a pilot program of fingerprinting services to state agency employees, with the initial goal of 10,000 to 15,000 enrollments per year. The company will also provide its automated criminal history processing and reporting solution. The contract has a two-year base period and a three-year option worth up to $7.7 million. The Michigan contract will provide fingerprinting services and data interface to all end-using state agencies for background checks on job applicants and existing employees. The three year award is worth $6.8 million and can be renewed for two, one-year periods. The Florida contract covers fingerprinting of insurance agents statewide and is valued about about $600,000 per year for three years. It can be renewed for three additional one-year periods. MorphoTrust, a unit of France’s Safran Group, says that for each contract applicants will be fingerprinted at one of the company’s IdentoGO Centers.
Kratos Receives $7M in Critical Infrastructure Protection Awards
Kratos Defense & Security Solutions, Inc. [KTOS] says its Public Safety & Security Solutions division has received about $6.6 million in new contract awards, including $4 million for the deployment of specialized security systems at certain mass transit, port authority and transportation related sites. The company will design, engineer, deploy and integrate into command and control infrastructure specialized security systems designed for the protection of this critical infrastructure. The specialized systems include video surveillance, wireless communications, access control and other security related elements. The specific systems and the customers were not disclosed. In a separate $2.6 million contract from a large international petroleum product provider, the Public Safety & Security Solutions division will design and integrate a specialized security system into a command a control network. The system will include video surveillance, analytics, access control and other elements. The customer was not disclosed.
HID Global Nabs Prime Contractor Spot on Green Card Program
HID Global says it has been selected as the prime contractor for the U.S. Citizenship and Immigration Services Permanent Resident Card, otherwise known as the Green Card, unseating incumbent General Dynamics [GD]. The initial value of the award, which became active in January but was only announced in June, is more than $27 million, HID tells HSR. The initial order is for one million cards. The contract includes a one-year base period and one option year. The card combines HID’s LaserCard optical security media with RFID tags for accelerated border crossing. HID previously had a role in the program for card manufacture. “HID Global’s new role as prime contractor for the secure production and delivery of the card is a natural evolution of our relationship with the Department of Homeland Security,” says Denis Hebert, the company’s president and CEO.
