NORESCO LLC, Westborough, Massachusetts, is awarded a $20,107,828 firm-fixed-price task order to previously awarded Department of Energy indefinite-delivery/indefinite-quantity contract DE-EE0008038 for energy improvements at Naval Surface Warfare Center Port Hueneme Division (NSWC PHD). The work to be performed provides for enhancement of the installation’s energy resiliency and security by providing building automated and energy management control systems upgrades, lighting improvements, solar photovoltaics and electric vehicle charging stations, chiller improvements, and building envelope modifications. The maximum dollar value is $20,107,828. Work will be performed in Port Hueneme, California, and is expected to be completed by November 2026. No funds will be obligated at time of award. The Energy Policy Act of 1992 authorizes agencies to use private financing to fulfill its requirements for energy savings performance contracts for project implementation. For this project, NSWC PHD has agreed to pay for the costs of services and construction from project financing which will be obtained by NORESCO LLC. Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.
