The Department of Homeland Security (DHS) this week issued a Request for Proposals (RFP) for the Homeland Security Operational Analysis Center (HSOAC) Federally Funded Research and Development Center (FFRDC), which will provide independent, mission level technical and integration expertise to department leadership and managers.
The ceiling value of the contract is $500.3 million, according to a Sep. 14 posting in the FedBizOpps.gov site.
The HSOAC will refocus the current Homeland Security Studies and Analysis Institute (HSSAI) FFRDC, which is operated by Analytic Services Inc. (ANSER) with comprehensive and renewed core competencies in operational analyses. The HSOAC will still be DHS’ sole studies and analysis FFRDC with continued support to all DHS components across the homeland security enterprise.
This summer DHS exercised its option to extend ANSERs work with the HSSAI until July 2016.
The HSOAC “shall provide recommendations for policy and operational changes, as well as technology insertion concepts, throughout the federal, state, local, tribal, public and private sector organizations that make up the homeland security enterprise,” says a work statement accompanying the solicitation.
