The Department of Homeland Security’s (DHS) Science and Technology (S&T) branch has issued a Broad Agency Announcement (BAA) entitled “Chemical Attribution Signature Studies for Chemical Agent Threats.” The focus of the BAA is in the area of chemical forensics for the purpose of recovering and associating samples collected at chemical events with each other and their source. The exploitation of chemical attribution signatures (CAS) requires that studies be conducted in four technical focus areas: Determine if chemical threat agents produced by various synthesis methods or procured from various commercial sources contain/retain CAS that have value in associating various samples with each other and or distinguishing how, where and or by whom the recovered chemical threat agents were produced and subsequently handled; Determine the environmental factors and effects that can alter CAS and affect recoverability; Determine optimal techniques for sampling of different types of CAS at chemical incident scenes to stabilize the samples and minimize derivative chemistry and degradation; And determine optimal methods and analytical techniques for conducting comprehensive forensic analyses of samples for source determination and association with other samples. $2 million is expected for award under the BAA.
