The Department of Homeland Security’s (DHS) Science & Technology (S&T) Directorate has issued a Sources Sought Notice to identify research and development sources that may have developed or are in the process of developing effective methods, devices and technologies that can prevent and mitigate terrorist and criminal execution of Improvised Explosive Devices (IED). S&T is seeking sources that can efficiently prototype solutions concepts to demonstrate significant potential for providing solutions to address the following scenario: once a suicide bomber has been accurately identified by a law enforcement official, a technology, device and/or method is activated to, 1, immobilize the suicide bomber, preventing physical movement and specifically device activation, and 2, control the space occupied by the suicide bomber and/or the explosives device in a manner that leads to significant mitigation of any resulting blast effects.
