DoD Developing Third ‘Offset’ Strategy Focused On Precision Munitions

 The Defense Department is developing a third "offset" strategy focused on maintaining the United States' advantage in precision guided munitions (PGM), Deputy Defense Secretary Robert Work said Tuesday.The third offset, he said, is a two-pronged approach: a jab and punch. Work said the "jab" is winning a precision guided munitions war.
