The Defense Department has relinquished to the Army the Milestone Decision Authority for the Stryker family of vehicles (FoVs), produced by General Dynamics [GD].
“I delegate MDA for the Stryker FoVs to the Secretary of the Army,” said a May 24 Acquisition Decision Memorandum (ADM) from Frank Kendall, then acting under Secretary of Defense for acquisition, technology and logistics.
The ADM means the Army may now make its own decisions regarding the Stryker fleet, from modernization to the conversion of flat bottomed Strykers to double-v-hull Strykers.
To date, General Dynamics has delivered 4,107 new Stryker vehicles of 4,466 under contract. The Army plan is to have 4,735 of the vehicles.
The Army requested that delegation of authority (MDA) for the vehicles.
The ADM pointed out that nine of the 10 variants in the Stryker FoVs are in Full-Rate Production and the remaining variant, the Mobile Gun System, is in Low Rate Initial Production.
The program has submitted a final Selected Acquisition Report because it is more than 90 percent expended.
There may be a $60 million pilot DVH program in the works in which 49 flat bottom Strykers are converted. A decision is expected by the end of this month.
The Stryker Project Manager is David Dopp, the Program Executive Officer is Scott Davis, and the Army Acquisition Executive is Heidi Shyu, the memo said.
