A relatively new Defense Department office charged with developing a loan program to aid companies developing key technologies that are part of the supply chain but are frequently starved of private capital plans to officially solicit lending opportunities later this year and begin making its first loans in early 2025, the director of the Office of Strategic Capital (OSC).
