The Defense Threat Reduction Agency (DTRA), the Department of Homeland Security (DHS), and the Seattle Urban Area Security Initiative have begun the Interagency Biological Restoration Initiative (IBRD) to develop policies, methods, plans and applied technologies to restore large urban areas, military installations, and critical infrastructures following the release of a biological agent.
