The General Services Administration (GSA) is set to re-issue a Request for Proposals (RFP) worth up to $460 million to provide support services for the U.S. Cyber Command (CYBERCOM), according to an advance notice posted to FedBizOpps the night of Sept. 30.
GSA’s Federal Acquisition Service (FAS), Federal Systems Integration and Management Center (FEDSIM) intends to issue the RFP in October, the notice said.
This upcoming RFP, solicitation number USCYBERCOM-GSC-QF0B-15-32959, is a reissuance of one canceled in May that was worth up to $475 million in support services for Cyber Command and the Cyber National Mission Force (CNMF). The earlier RFP was canceled because the government determined it was necessary to reassess the needs of Cyber Command and to consider whether a different acquisition strategy could better meet those needs.
The support services called for in the upcoming contract will be provided to several core disciplines of Cyber Command including business and program management support; cyberspace operations; cyberspace planning; all-source intelligence; capability management and development; cyberspace training and exercises; information technology and communications; strategy, policy, doctrine development and campaign assessments; engagement activities; and security.
The new RFP will result in multiple award indefinite delivery/indefinite quantity (ID/IQ) contracts with a five year performance period, the notice said.
The new contracts will consolidate existing task orders supporting Cyber Command. Contractors currently operating under those orders are Booz Allen Hamilton [BAH], CACI International [CACI], LinQuest Corp., Exelis, now part of Harris Corp. [HRS], and Northrop Grumman [NOC].
Draft documents were provided in advance of the official RFP to provide interested industry partners the opportunity to review and provide questions or comments, the notice said.
