The Joint Program Executive Office (JPEO) for Joint Tactical Radio System (JTRS) Network Enterprise Domain (NED) wants to form non-contract relationships with vendors of JTRS- capable radios to make them compatible with the JTRS Enterprise Network Manager (JENM).
