The Marine Corps has partially terminated for convenience a $67.4 million award it made in January to American Science and Engineering [ASEI] for 66 Z Backscatter Van Military Trailers, leaving the company with $39.3 million of the original contract for production and delivery of 34 of the trailers. The Marine Corps will conduct a competition for the remaining 32 systems. The partial termination follows a protest by Rapiscan Systems, a division of OSI Systems [OSIS], which had protested the Marines’ determination that only one source could provide a system that met the required performance specifications, a Marine Corps spokesman tells TR2. Rapiscan withdrew its protest on the condition that the service renew a competition for 32 of the systems. The spokesman says that the new competition is expected to be completed within 90 days. Under the new competition, the Marine Corps Combat Development Command will first revalidate the requirements for the procurements. Once that process is completed, the Marine Corps Systems Command contracting officer will conduct a competitive procurement. AS&E says it expects to win the competition.
