The Navy Friday issued a presolicitation notice for FY ’08 and FY ’09 procurement of the Littoral Combat Ship (LCS).

These are the first procurement announcements for LCS since both General Dynamics [GD] and Lockheed Martin [LMT] saw contracts for their second ships terminated, after the Navy and the companies were unable to reach agreement on new contracts last year.

The notice also marks the first time the Navy will seek a fixed-price incentive contract for the ship. Both the USS Freedom (LCS-1) being built by a Lockheed Martin team at Marinette Marine [MTW] in Wisconsin and the USS Independence (LCS-2) being built by General Dynamics and Austal USA in Mobile, Ala., are being built under cost-plus incentive contracts.

The scope of the contracts will also include special studies, analyses and reviews; provisioned items orders; self-defense test ship combat system procurement and installation, and post-delivery support, according to the Navy.

The requirement contemplated is for FY ’08 and FY ’09 ships, including potential Foreign Military Sales requirements, according to the notice.

The contracts will be awarded through a limited competition. Additionally, General Dynamics and Lockheed Martin are the only sources with the requisite knowledge of LCS Flight 0+ design, construction, systems, and extensive knowledge of, and experience with, mission module interface requirements to efficiently and effectively construct these additional follow-on ships within the required construction period, and perform the associated services, the notice said.
