The General Services Administration last week awarded Parsons Corp. a potential seven-year, $23.1 million contract to be the Campus Coordinator for the consolidation of the Department of Homeland Security’s (DHS) new headquarters complex under construction at the former St. Elizabeth’s hospital in Washington, D.C.
The initial award for the first year of work is $3.5 million, which includes $2.7 million in Recovery Act funds. The contract includes six one-year options.
Parson’s Infrastructure and Technology Group will administer “global issues” for all three phases of the construction project. Phase 1 is under way, beginning with new construction of a Coast Guard headquarters and the adaptive reuse of historic buildings on the site.
The campus coordinator will assist GSA in meeting project requirements with regard to scope, schedule budget, quality and other things, the agency said. The scope of services that Parsons will provide include global management of pre-planning, design management, design review, procurement support, commissioning, post-construction support, security, information technology and coordination of support services related to the move of DHS agencies and personnel to St. Elizabeths.
In Phase 2, the DHS Center Building, Central Utility Plant, National Operations Center, the Federal Emergency Management Agency and more adaptive reuse of historic buildings is planned. The final phase will include a combination of adaptive reuse and new construction for Customs and Border Protection, Immigration and Customs Enforcement, the Transportation Security Administration, and DHS.
GSA is employing a campus coordinator in line with its goal of “global project management” on major building projects, an agency spokesman told Defense Daily. “That means taking a multi-discipline, comprehensive approach to a project as a whole where the project manager and supporting project team are working on every aspect of the project in a seamless, coordinated way,” he said.
