Twelve years after TWA Flight 800 exploded off Long Island on July 17, 1996, killing all 230 people aboard the Boeing 747, the Federal Aviation Administration (FAA) has issued a final rule aimed at reducing the threat of fuel tank explosions aboard commercial transports.
