The Transportation Security Administration (TSA) has issued a Request for Information from sources with applied statistics and quantitative science in support of a program that uses covert testing to develop performance measures for airport checkpoints and checked baggage screening areas. The tests involve the planting of various threat items on role players–their person or their property–and proceed through the checkpoint or checked baggage screening process to test threat detection capabilities. The test results are combined to generate national pass rates for checkpoint and checked baggage. TSA wants to determine wither the existing testing framework and resulting data can achieve airport- level statistical significance, identify up and coming statistical approaches to measure airport-level screening performance and determine whether the existing testing framework and resulting data can achieve national-level statistical significance.
