Herdt Consulting, PSI Pax, and SAIC [SAIC] won a total of $147 million U.S. Navy multiple award contract orders to provide various support services in Navy Enterprise Resource Planning sustainment, the Navy said Tuesday.
The contract orders are indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, firm-fixed-price task orders to obtain process improvement, reengineering, management and data support services. The enterprise resource planning sustainment is to be done on behalf of the Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC).
NAVSUP BSC requires process management and data services to support current and future Navy requirements in several areas including data governance and analysis, business process re-engineering and management, and business system engineering and integration.
Each contract begins with a 10-month base period and has four 12-month option periods as well as the option at Federal Acquisition Regulation 52.217-8 for an option to extend services further. If all of the options are exercised, the contract would reach a ceiling value of over $809 million total.
Fiscal 2016 Navy operations and maintenance (O&M) funds of $10,000 will be obligated on each of the three contracts to fund the minimal contract amounts, set to expire at the end of the current fiscal year. The contract was competitively procured with a solicitation posted to the FedBizOpps website and 15 offers were received, the Navy said.
Contract work will be performed in Mechanicsburg, Pa. (81 percent and Washington, D.C. (19 percent). The contracting activity is Naval Supply Systems Command Fleet Logistics Center Norfolk at the Contracting Department in Norfolk, Va.
