The Department of Veterans Affairs (VA) awarded 21 contracts totaling up to $22.3 billion for information technology (IT) infrastructure and cybersecurity improvements, the department said Tuesday.

This set of awards is part of the VA’s Transformation Twenty-One Total Technology Next Generation (T4NG) acquisition program. T4NG is meant to deliver contractor-provided IT service solutions. This includes technical support, program management, strategy planning, systems/software engineering, enterprise network engineering, cyber security, and other IT and health-related IT requirements.

T4NG contracts are meant to support the Department’s MyVA effort to improve the way the VA serves veterans.

The MyVA initiative began in September 2014 to reorient the VA around veteran needs and to empower employees to assist them in delivering customer service to improve veteran experience. It is the largest department-wide reorganization in the VA’s history.

The T4NG award type is a multi-agency (MAC) indefinite delivery/indefinite quantity (IDIQ) multiple award task order (MATO) contract with a base period of five years and one five-year option. The program ceiling is $22.3 billion. The contract is being managed by the VA’s Technology Acquisition Center based in Eatontown, N.J.

Ten awards were made to Service-Disabled Veteran Owned Small Businesses (SDVOSBs), two awards to small businesses, and nine to large businesses. The contracts include AbleVets, LLC (SDVOSB); Accenture Federal Services [ACN] (large business); B3 Group, Inc. (SDVOSB); Booz Allen Hamilton [BAH] (large business); Business Information Technology Solutions, Inc., (SDVOSB); By Light Professional IT Services, Inc. (large business); CACI-ISS, Inc. [CACI] (large business); Ellumen, Inc., (small business); Favor TechConsulting, LLC (SDVOSB); Halfaker & Associates, LLC (SDVOSB); HMS Technologies, LLC, (SDVOSB); Information Innovators, Inc. (large business); Intelligent Waves, LLC (SDVOSB); IBM, Corp. [IBM] (large business); Kforce Government Solutions, Inc. (large business); Liberty IT Solutions, LLC (SDVOSB); Nester Consulting LLC, dba GovernmentCIO (SDVOSB); SRA International, Inc. [CSRA] (large business); Systems Made Simple (SMS) (large business); The Informatics Applications Group, Inc. (small business); and TISTA Science and Technology Corp. (SDVOSB).

“This T4NG award is one of the many ways the Department is supporting the MyVA breakthrough initiatives by directly providing the technology that our Veterans need to support the services they receive from VA,” VA Secretary Robert McDonald said in a statement.

“The T4NG will help meet and strengthen VA’s long-term technology needs,” McDonald added.
